The decline is attributed to a foreign-backed initiative known as the Kilimanjaro Porters Assistance Project (KPAP), which Mpemba accuses of undermining local tour operators by labeling them as irresponsible.<br /><br />KPAP's influence has led to a significant shift in the local tourism market, with foreign travel agents now promoting their affiliated tour companies over local businesses. The key points discussed and agreed upon include project framework based on the project design matrix (PDM) and plan of operation (PO).<br /><br />The stakeholders of the project include Ministry of Works, Tanzania Police Force (Traffic Division), Amana Regional Referral Hospital, Ministry of Education, Science and Technology, Regional Commissioner’s Office – Dar es Salam, Fire and Rescue Force, Tanzania National Roads Agency (TANROADS), Tanzania Rural and Urban Roads Agency (TARURA), Land Transport Regulatory Authority (LATRA), among others.<br /><br />This “Project for Road Safety Strengthening” is based on the request from the Government of Tanzania submitted to the Government of Japan in August 2023.<br /><br /><br />JICA extends its sincere gratitude and appreciation to all road safety stakeholders who have contributed their inputs to the successful signing of the Minutes of Meeting. Their contributions were fruitful and constructive. <br /><br />During the signing of the Minutes of Meeting, Eng. Musa Kashinde, Director of Safety and Environment Unit of the Ministry of Works, said “We appreciate JICA’s technical cooperation project, and we expect it to begin smoothly."<br /><br />From JICA side, Mr. SUHARA Yasuhiro, Director Team1, Transportation Group Infrastructure Management Department, JICA Headquarters in Tokyo said, “JICA is committed to working together with the Government of Tanzania to address its road safety issues so that the project outcomes would be realized for the benefits of the country and the people.” <br /><br /><br />The prkoject aims at establishing road traffic accident databases and improving analytical capacities of road safety stakeholders; improving pre-hospital care services for the traffic accident victims; and enhnacing implementation capacity for the comprehensive measures centered on traffic safety education in schools (behavioral habit). <br /><br />The project is scheduled to start in February 2025 and will be completed in January 2028.<br /><br />The project expects to reduce accidents by conducting public awareness programs , especially to young drivers on road safety. Drivers and pedestrians who are aware of road safety are more likely to adopt responsible behaviours, such as wearing seat belts, adhering to speed limits, and avoiding distractions.<br /><br />Road safety education aspect of the project will foster a culture of safety that individuals carry throughout their lives, contributing to safer roads over time. Since the communities will be involved in road safety education then local knowledge and challenges can be addressed, leading to more tailored and effective safety programs.<br /><br />Moreover, the project advocates for a well-coordinated emergency response system that will significantly reduce the severity of injuries and fatalities in the event of a road accident. This will also ensure efficient deployment of emergency resources such as ambulances and first responders, as well as minimization of response times. Also, knowing that there is a reliable emergency response system in place gives the public confidence, encouraging safe road usage. In addition, swift and effective medical intervention can lead to better recovery outcomes for accident victims, reducing long-term health impacts and associated costs.<br /><br />The Project also focuses on establishment and analysis of road safety databases which will allow authorities to analyse trends, identify high-risk areas, and implement targeted interventions to improve road safety. Data from the database can inform the creation of policies and regulations that address the specific causes of accidents, making roads safer for everyone. On top of that, sharing data from the accident database with the public can raise awareness of common risks and promote safer behaviour on the roads. Finally, the database allows for ongoing monitoring and evaluation of road safety initiatives, helping to refine and improve strategies over time.<br /><br />JICA has been supporting transport sector in Tanzania for over 40 years, the first infrastructure projects supported by JICA being construction of Selander Bridge from 1980 to 1982. This initiative marks the first time in Tanzania’s history that prisoners will have the opportunity to participate in the electoral process.<br /><br />Prime Minister Kassim Majaliwa, speaking at the launch of the permanent voter registration exercise in Kigoma on July 21, 2024, emphasized the importance of this development. He called on the Prison Service to set up the necessary infrastructure to facilitate the Independent National Electoral Commission (NEC) in registering prisoners serving sentences of less than six months, as well as detainees.<br /><br />“This opportunity, enabled by the law passed by the Parliament of the United Republic of Tanzania, allows prisoners to vote for their chosen leaders. This is the first time in our country’s history that prisoners and detainees are given the chance to vote while in prison,” Majaliwa stated.<br /><br />This policy shift follows the NEC’s announcement that prisoners serving sentences of less than six months will be included in the permanent voter register. Various stakeholders have since advocated for further amendments to allow all prisoners to vote, arguing that imprisonment should not strip individuals of their voting rights, as they are still governed by elected leaders.<br /><br />Tanzania’s move to enfranchise prisoners aligns with practices in several other African countries. For instance, South Africa, Kenya, and Ghana have long allowed prisoners to vote, recognizing the importance of upholding democratic rights irrespective of incarceration. Tanzania, however, has lagged in this regard, primarily due to legal and logistical challenges and concerns over prison security and administration.<br /><br />Majaliwa also urged all election stakeholders, including the police force and immigration department, to visit voter registration centres to ensure that those ineligible to vote, particularly non-citizens, are identified and excluded from the voter rolls. This vigilance aims to maintain the integrity of the electoral process.<br /><br />The 2022 Population and Housing Census indicates that 5,586,433 new voters will be registered in the Permanent Voter Register. These include individuals who have turned 18 since the last general election in 2020 and those who will reach voting age by the 2025 election. Additionally, approximately 4,369,531 voters are expected to update their information.<br /><br />“This is not a small number for the voter register update exercise. Therefore, I urge every registered voter needing to update their information not to hesitate to visit the registration centers. Judithi Kapinga, during a working visit to the villages of Lubonde and Maweni in Ludewa district.<br /><br />Kapinga highlighted the government’s appreciation for the significant work done by the Catholic Church in collaboration with the government in various investment sectors. In a recent discussion with journalists visiting their area to learn about their traditional environmental conservation knowledge, community leaders expressed an urgent need for assistance.<br /><br />This initiative is part of a project implemented by the Media Aid for Indigenous and Pastoralists Communities (MAIPAC), funded by the Global Environment Facility (GEF) through the UNDP’s Small Grants Programme and the Office of the Vice President - Environment.<br /><br />Ng’washambi Kusombi, a leader of the Hadzabe community in Murusi camp, Qang’dend village, Baray ward, Karatu, highlighted that despite their traditional knowledge enabling them to preserve forests and water sources, their livelihood is now at risk.<br /><br /> Kusombi stated that farmers and pastoralists have invaded their lands, cultivating crops, rearing livestock, cutting down trees, and producing charcoal, which has greatly affected their ability to find food and other necessities.<br /><br />"Previously, we could hunt wild animals nearby, but now we have to travel great distances. The fruits and roots we relied on have decreased because trees are being cut down for charcoal," Kusombi said.<br /><br />He also mentioned that even honey, a staple food for the Wahadzabe, is becoming scarce as the trees they use for beekeeping are being taken over by the invaders.<br /><br /><br /><br /><br /><br />"There are baobab trees that we used for beekeeping, but now we are told they are no longer ours, and we are forced to share the honey with those who claim ownership," Kusombi added.<br /><br /> He also revealed that some village leaders have been secretly selling their land, despite the district council acknowledging that the land belongs to the Wahadzabe, though they have not been given formal ownership documents.<br /><br />Nyambulu Njegela, another community member, noted that wildlife has fled further away because of the environmental degradation caused by the invaders.<br /><br />"We now travel long distances to hunt. We usually hunt one large animal and do not hunt again until the meat is finished, but now there are no animals nearby," Njegela said.<br /><br /> He emphasized that if the current situation is not controlled, their lives will be in jeopardy as even the caves they used to live in have been invaded by other communities.<br /><br />Juliana Yohana pointed out the additional burden on women, who now have to walk long distances to fetch water, gather roots for food, and collect medicinal plants.<br /><br />"We urgently need help to prevent further invasion of our land. However, there are numerous invaders farming on their land, cutting trees for charcoal, and have been allocated land by village leaders," he said.<br /><br />Through the GEF/UNDP project, they aim to disseminate this knowledge to the media to help communities preserve the environment, forests, and water sources.<br /><br />Donata Kimaro, Head of the Natural Resources and Environmental Conservation Unit in Karatu District Council, stated that the council has begun addressing the land invasions affecting the Wahadzabe.<br /><br /> Kimaro mentioned that the council had already developed a land-use plan for the Wahadzabe community areas, but there are still challenges in understanding among some village leaders and residents.<br /><br />Reginald Hallu, Karatu District Forest Officer, reported that the council has started arresting individuals invading Wahadzabe land, constructing buildings, farming, and producing charcoal illegally.<br /><br /> "We already have several cases involving people who invaded Wahadzabe land and started producing charcoal. Some have paid fines and left. We warn that it is forbidden to invade land designated for the Wahadzabe community," Hallu stated.<br /><br />The Wahadzabe community continues to face significant challenges as their land and resources are encroached upon, threatening their traditional way of life and survival. font-size: large;"><br /><a href="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjQ1Cqh2rpklVp8MopDr7qI753gzQqkgC8EUg353nanXAXv0Qs3-bSCCnwvsGcKKSliMl-qUQ7RF9ucNo4L8146QJydpCFe-vKPunU77EE57WW1XfWfwLuu3tdvx4B4biyFvq9Ayh5CRRrWx8OEUrOo3hju3g7rJQmjP10HnDBH7LOLSPrh5ZLcFxzbE2yi/s860/IMG-20240706-WA1538-860x664.jpg"><img border="0" src="https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEjQ1Cqh2rpklVp8MopDr7qI753gzQqkgC8EUg353nanXAXv0Qs3-bSCCnwvsGcKKSliMl-qUQ7RF9ucNo4L8146QJydpCFe-vKPunU77EE57WW1XfWfwLuu3tdvx4B4biyFvq9Ayh5CRRrWx8OEUrOo3hju3g7rJQmjP10HnDBH7LOLSPrh5ZLcFxzbE2yi/w640-h494/IMG-20240706-WA1538-860x664.jpg" /></a><br /><br />The former President aired his advice when visiting the REA’s pavilion at the ongoing 48th Edition of the Dar es Salaam International Trade Fair (DITF), saying that the project was vital in improving the citizen’s livelihood status, but also protecting the environment.<br /><br />“It is imperative for you to run this project with a sharp business- oriented mind, focusing to ensure the project generates enough money for funding itself and not relying on operating budgets from the central government,” he insisted.<br /><br /> He expressed optimism that if implemented constructively, the project will promote the use of alternative charcoal (safe charcoal) as a source of clean cooking energy, as well as protecting the environment across the country.<br /><br />REA is implementing the task of ensuring that all types of energy are available in rural areas and for all people, and added that they have been at the forefront of assisting developers of clean energy technologies and projects aimed at increasing access to clean cooking energy products.<br /><br />In the implementation of the countrywide project, REA is partnering with the State Mining Corporation (STAMICO), and has so far funded the purchase of three large machines for the production of charcoal.<br /><br /> The project has been allocated a budget of 5bn/- and REA is implementing the task of ensuring that all types of energy are available in rural areas and for all people through assisting developers of clean energy technologies and projects aimed at increasing access to clean cooking energy products.</span><br /><br /><span style="font-family: verdana;
